Libya has established a robust regulatory framework that encompasses both pharmaceutical product serialization and comprehensive cargo tracking systems. Through the Ministry of Economy and Commerce's Decision No. 379 of 2023 and the implementation of the Advance Cargo Information (ACI) system, Libya demonstrates its commitment to enhancing product safety, combating counterfeiting, and strengthening customs oversight across all imported goods.
Libya mandates the use of GS1 DataMatrix barcodes on every sellable unit of pharmaceutical products and medical equipment entering the Libyan market. For pharmaceuticals, the barcode must contain the Global Trade Item Number (GTIN), Serial Number, Batch/Lot number, and Expiry date. Medical devices require GTIN, Serial Number, and Batch/Lot number. This granular serialization enables precise tracking throughout the entire supply chain and makes it strictly prohibited to trade these products without proper barcoding.
Beyond serialization, Libya requires all product information to be clearly displayed in writing on packaging. This written information works in conjunction with the unique identification provided by barcodes to create a transparent verification system. The combination ensures that all relevant product details are accessible for regulatory compliance, quality assurance, and consumer safety verification at every stage of distribution.
Since November 1, 2024, Libya requires all import shipments to have Advance Cargo Information through the ACI system. Both importers and exporters must register on the Libyan customs portal (aci.customs.gov.ly) to generate and validate an ACI number for each shipment. This electronic tracking system provides advance information on shipment type, quantity, and origin, helping combat document forgery and control prohibited goods while increasing customs revenue.
Libya enforces these regulations through stringent compliance requirements with clear consequences for non-adherence. Pharmaceutical products and medical devices without proper GS1 DataMatrix barcodes are prohibited from trade entirely. For cargo imports, shipments without valid ACI numbers and approval dates are rejected for loading at the port of origin. This enforcement approach ensures that all stakeholders maintain compliance with the regulatory framework from the outset.
